Factories act - adult vs adolescent

If I understand correct, below is the meaning as per Factories Act-

-Child - Not Completed 15th years

-Adolescent - Completed 15th years but Not Completed 18th years

-Adult - Completed 18th years.

But I am confused with the definition for Adults given in the Factories Act 1948 which says -

"Adult" means a person who has completed his 15th Years of Age. "

"adolescent" means a person who has completed his 15th years of age but not completed his 18 th years

"child" means a person who has not completed his 15th years of age.

Can any body please clarify..

A person who has completed 15 years of age will be termed as an adult if he is certified by Certifying Surgeon. Thus a child who has completed 15 years of age can work as an adult when certified for the same. If not, he will be an adolscent or young person.
