Is factories Act 1948 applicable to NGO

Even if an ngo is a factory, it is applicable because it is related to labor health and safety issues.
If NGO is a non profit organisation then will the factories Act 1948 still be applicable to it?
Meaning is it section 8 company promoting commerce? Txs
