a trading company has taken excise registration of its premises  and it imports goods and sells them locally issuing a dealer invoice.

it now wants to buy some local goods and then export them what procedure to be followed . since it cannot claim any excise benefit as it is a trader.

A trader who is buying products from the domestic market and exports them is called as merchant exporter as per para 9.40 of the FTP (Foreign Trade Policy). So he can claim for duty drawback or other available schemes for duty refund after making the export.

You can procure the goods from the producer or manufacturer without payment of excise duty as per rule 19 of central excise rule 2002 and for that purpose we have to aply for a certificate from the department for procurement of excisable goods for export without payment of duty, commonly known as CT-1.
