you can register yourself by submitting your PAN, trade licence and R-1 filled, u need to submit a site plan of your factory.
you can do online through www.aces.gov.in and send the original documents alongwith the print out of aces to juridictional AC to grant the same.
yes you can avail input credit from zero, provided u dont claim the basic exemption of 150 lacs and pay duty from start.
