services to railway, government authorities which are exempted Under notification 25/2012 , now become taxable. who will bear liability of 18% gst, service provider or principal employer

it's pure labour contact where input credit is not available
you recover the cost from railway by modifying the contract
as per contract terms it is not possible to any modification or extra rates or taxes
not possible revision of contract is every where after gst. do contact the proper authority
I had already confirmed with DFM, DRM, GM church gate Mumbai (western railway)
