u are talking about noti. 12 of Cgst (rate), but a new notifications 2 CGST (rate), amended to noti.12, which is now pure supply comprises of 25% goods also.
but refer above notifications whether to whom Ur supplying falls under this notification, as per my views , yes it's exempted
