if one hasn't have taxable income then there's no necessity to file ITR but still it's always good to file ITR declaring agricultural income as exempt income so that the same will come in handy if he purchases any property out of accumulated agricultural income

For only exempt income, ROI is not mandatory, but evidence of income generated from the sources should be available.
