Today I received a call from my Range superintendent saying that he wants to visit my office for checking (sic).

I do not understand what he wants to check when I am filing quaterly returns online promptly. He wanted me to call

back and confirm what time would suit me so that he can visit accordingly. I wish to understand if I should honor

his visit. Is it with in the rights of the Excise officer to visit with out proper reasons in writing especially inmy case

where transactions are few and of little value.

Range super has to confirm the ground map and manufacturing process to audit department at frequent intervals, with their confidential noting about the assessee. Its nothing to worry about the visit, accept their visit with open heart and mind, 

if any thing is not irregular with act/laws then you have nothing to worry, and if anything is found instead, then R/O is a standby guardian like person for the factory, who can save the assesee with loads of legal proceedings by regularizing the same at his level only.

Nicely described by Sharmaji, I agree with him . It will be better if you ask him his intention/points politely so that if anything is in his mind, could be addressed properly. If it is a general visit, please welcome him with due regards.

Range supertendent may any time visit the factory to check the register such as RG-1, RG-23A, and also stock register, he may also check the production process for audit purpose. if your total liability to pay excise tax is in excess of rs.1 crore then you have to file the return of ER-4, ER-5, ER-6, ER-7 , in this return the details of principal inputs and production and machinery instalment details has to be filled with the department in such a case range supertendent may be visit the factory. in such a situation you have to complete your register and stock register and tally them with physical stock and the details that you have provided in the return is match with the register maintained by you.
