Whether it is mandatory to file ER1 in Excise Exempted Zones,if yes please provide me the notification no. or circular.

if exemption is based on value of clearence, then mandatory,
if esemption is granted by any notification, then refer that specific notification,
if exemption is unconditional then no need to file return.
