want to know how to pass on excise duty to Customer from Non registered vendor.

The vendor has to be registered under CENTRAL Excise as a first stage dealer in order to pass on the credit, else he will not be able to pass on the credit.
if the agent/depot is not registered with excise then pass on of duty is not possible,
however you can bill direct to the end user byepassing the vendor/agent
