BCD (manufacturer)>XYZ (1st stage dealer) > ABC (2nd stage dealer) > PQR ( puchaser factory)

this is excise system of registration and every identity has to issue cenvatable invoice in order above to pass the duty in order to pass the duty to final buyer PQR

so XYZ  and ABC has to get registered with excise as dealer and issue cenvatable invoice under tha chain, without which the ED will lapse after issue of invoice from BCD to XYZ and could not be carried forward to ABC or PQR.
