when we doing export which exchange rate should consider RBI rate or exchange rate notified by CBEC according to IGST act

wef 27.7.2017 you should refer rates notified by CBEC.please refer notification of 27.7.17.
but according to IGST is it RBI rate? because export is governed by IGST act?
No in the above notification clearly mentioned that now 27th onwards you have to follow rare declared by cbec only not rbi
