Yes, even i have the same doubt. I am an Old syllabus student with articleship already completed. In declaration certificate there is no such requirement asked. But after the form is submitted it shows that no need to send if photo and signature is there is pdf downloaded. But there's another column asking for principal signature and seal.

What to do please help?

filling the form online is enough. no need to post to icai.

in ur pdf form if there is photo and sign then no need to send physical copy. if photo sign not available then affix photo put sign and attested my any member of icai or gazetted officer, send it to newdelhi.
