can we need to issue eway bill if invoice value Rs.310000/- distance between supplier to buyer 5KM same city. buyer is not registered under GST

Yes, Definitely You can issue E-way
If goods sent withoit a vehicle then eway bill not required.
Eway issued only for goods transport by vehicle

If transporting goods in a motorised vehicle of value above threshold e-way bill is mandatory.
In your case it is mandatory to issue eway bill
Eway bill not required If goods are being transported by a non-motorised conveyance (Ex. Horse carts or manual carts)
