Esugam form for personal consignment

If one is sending some item from any state (s.a. Maharashtra - Mumbai city) to Karnataka (Bangalore city), such as, for gifting purpose or even personal use, does one still need to fill eSugam ? The courier companies are asking for it, but it seems pretty counter intuitive. Is there any alternative ?

Have found the following text:

Personal shipments consigned to individuals for own consumption against declaration /invoice with complete address/ contact of consignee for speedy clearance.

However, I can find no official source of this information. Also, what is the format of "Declaration" ? Is "invoice" actually required to be provide in addition, or is it an option ?

esugam is for only transfer aterial for vat goods or capital goods then it is applicable with tin no in this usending gift article uwant make declaration letter to courier company that u are sending gift articles with value for personal use.
