Esi payment interest & damages

Dear Experts, My client has registered with ESI in Karnataka on 2012. But from the day one they have not deducted ESI contribution from the employees and not paid to government any money. Even they did not take ESI medical card also from the Department. Hope no one will go for medical benefits with ESI and 90% peoples were left company. Now they have received a notice to attend the case. what the implication now? whether they have to pay from the day one ESI contribution, Interest and damages or only current period and current employees only have to pay.
