First check in your MCA portal that the DSC is really register or not
if yes
then check DSC version is upto date or not or run emsinger as admin with other procedures for up-to-date
if all this ok
then just shut down your computer for 5 min then longin and open mca portal and upload form
if then also you found problem then call helpdesk
