I want to know applicability of equalization levy for the following services availed by us
1 digital subscripttion based in usa
2 subscripttion for magazine France
we wish to know that where these transactions attract provision of equalization levy

Yes both are applicable for levy
If these transaction attracts tax withholding then no EL. Hence, you need to check whether the payment could be regarded as Royalty or not. If royalty, it should be TDS provision will get attracted and not EL
