Employer EPF Contribution

Can employer's PF contribution be freezed at 1800 (12% of 15000) if 12% of employee's contribution is more than 1800???

if employer contribution is more than 12% than the % cross the limit of 12% is considered as salary
No,
Lets say 12% of basic is 2000 (per month).
EE contribution= 2000
ER contribution= 1800 (12% of 15000)

Is this possible as both contributions ideally match???
both employee and employer contribution be same.
Employees can contribute his total salary (basic) x 12% in any of the value...

But, Employer contribution not restricted to employee's same value. Employer contribution Upto 1800 is mandatory. Otherwise no way for restriction.
