EGM Quorum

What quorum should be there in EGM. Is it by members or by shares held by members...Majority is taken by which aspect?

The following number of members shall constitute a valid quorum:

In the case of public company: five members personally present; and

In the case of any other company: two members personally present.

In the case of a company having a share capital, members holding not less than one-tenth of such paid-up capital of the company that carry voting rights in regard to that matter as on the date of depositing the requisition.
But i am asking the case of EGM,as it requires special resolution...We can't pass special resolution by two members in total of 10 members
Can one member holding more than 10% shareholding constitute quorum where EGM is held at the requisition of shareholders holding more than 10%
