Pls clarify regarding Education Cess and Higher Education Cess:
1) We have to deduct EC and HC while Calculating TDS for F.Y 2009-10?
2) Pls give me the provisions regarding this.

yes u should deduct EC and SHC on TDS to Individuals and HUF. but there is no surcharge for Individuals and HUF's
