can I purchase GOODS billed beyond 10000 from my supplier for cash ???

No. the same shall be disallowed as per section 40A(3) of the Income tax act 1961.
However you should also refer rule 6DD to check for exceptions

You can purchase goods whether it is more 10,0000 or more but you can pay by cash less than 10,000
