in this case tell ap supplier to bill to jharkhand & ship to orissa. & then u generate bill to orissa to t/f credit
according to IGST you can directly ship the bill from andra pradesh to orrisaa
ankush plz tell relevant section & rule of igst in this regard

E-way bill is a document used for the movement of goods whether inter- state or intra-state, whether such movement is in nature of supply or not. The e-way bill will have unique EBN (e-way bill number) which shall be available to the supplier, recipient and the transporter upon its generated.
dear ankush sec 7 state only definitions,no where we can directly bill to ap party, though we have linkage with only orissa party, they will give us payment,.so bill to orissa & ship to ap will follow up
