There is no monetory limit specified for issue of e-sugam form. Issuing of e-sugam is based on transation like stock trasnfer sale etc. Read the attached notifcation

Your transporter is right. E-sugam filing is required for transactions of more than Rs.20000/- Mr. Dayananda has attached the relevant notification in this regard. There also this fact is clearly mentioned
if the URD delear of Goa.send the goods from bengalore to Goa to URD dealer for exhibition porpose.tell me eSugam is required or not?
