Hi,
Is there a provision in delhi that, IF we purchase Vatable goods from any Unregistered Dealer, then we have to pay the VAT on that commodity ourselves and in next month, take the input for the same?
If so, please provide me the section or the provision under which the above comes.

There is no such provision that you can claim input on the VAT imposes purchases from unregistered dealer.
You cann't claim input tax credit on the purchases from Unregistered Dealer whether that good imposes VAT or not..
