if a person has not paid his dvat and cst from march till the date what will be the penality imposed on him and also tell me the interest calculation.

Interest @ 15% on DVAT payable and CST payable ( as applicable) for the per month from the due date.
Due date is 21st of the following month for the Quarter ended.
