Download Java Version 8 (Update 92) and then click on Windows x86-jdk-8492-windows-i586.exe and install the said jdk file. After that, restart the system. Add https://www.mca.gov.in as Trusted Site in Internet Explorer Security Settings. Now, go to Java (Control Panel)-- Security-- High-- Apply-- Edit Site List-- Add: https://www.mca.gov.in

After doing the abovesaid changes/ installations, try to register DSC on MCA.
