DO PE-2 PASS HAVE TO GO 3.5 YEARS TRAINING

Hello Friends,
                  I have just given my PE-2 papers in May 2006. Now i was just reading ICAI website for new CPT Training.In that It was written that all people have to do 3.5 years training before they can sit fro Final Year exams.Now my question is that will this condition apply also to the students who have passed Inter in PE-2 style.Pls REPLY TO MY QUESTION URGENTLY AS IT IS VERY IMPORTANT FOR ME.
