is it mandatory to fill casual vacancy ?

For public company it is not mandatory to fill casual vacancy, but if one wishes to do the same it shall do by calling board meeting

For private company board can't fill casual vacny General meeting is required for the same.

Also check minmum director requirement as per ACT and AOA
