My take: In ITR context, relief makes things fair. For example marginal relief of Surcharge ensures that nobody has to pay 4.5 lakhs in extra taxes just because their income increases by 10 Rs above one crore. Rebate is a concession, you get it no matter what if you satisfy a condition. The two concepts are applied internationalkyy.
