DIR 3KYC needs certification.
CA or CS is required along with Director to file with DSC
CA said that if there is No Updation in DIN, it can filed by Self itseems
If there is no changes. No need to file DIR3 KYC. Web Form will be done. i.e. only OTP needs to be provided.

For doing web KYC. Just login in MCA.
On behalf of Director, we can login & file right through otp
Yes. Anyone can login & use web KYC. Just insert DIN & then option will be there to generate OTP. Director will get 2 OTP. 1 for mobile & other for e-mail.
