can Din no be allotted to person when company not yet formed?

Yes DIN can be allotted to individual by filing form DIR 3
It means before incorporation of company, proposed director may apply for Dir3

see before allotment if any one wants to have DIN then they required board resolution for atleast one company that they want to apoint him as director.

If you want to apply din before incorporation of Company. This is only way.

 

If you dont have any existing Company board resolution, then you are not allowed to apply for DIN.
