Can some one elaborate the difference (WITH DEFINITION IF POSSIBLE) between central excise rules and notifications?. Are both having the same legal status or is one subordinate to another? Why is it not possible to just add one rule instead of bringing out a notification? I want to clearly understand both in detail.

Rules are constitutional and governed by ministry of finance, the execution power goes to respective ministry.
Notifications are made out for ease of implementation or conditional change in rules during implemention,
Notifications are used to clarify/ amend/ restrict the rules to certain extents.
