excisable goods are those goods which are specified in central excise tariff act whereas dutiable goods are the goods on which excise duty is payable.
thus dutiable goods are always excisable goods but excisable goods may or may not be dutiable goods. for exp. exempted goods are excisable goods but not dutiable goods.
