Dear Sunil,
Clause 17(f) is for amt inadmissible u/s 40a which says that any payment made to related parties which is unreasonable as compared to its fair value would be disallowed at the discretion of assessing officer whereas clause 27 deals with the non compliance regarding TDS provisions..

The thing which u r talking about is u/s 40(A)(2).
Ohh yes..u r absolutely correct..i misread 40a as 40A..sorry for any incovenience...
