Urgent on gstr3b

I have filled nil gstr1 return now I am filing gstr3b (I have purchase bill of 90k gst)
but while filing it is showing eligible ITC is 0 ... am I filing something wrong ? when can I claim that 90k gst amoun which I paid while purchasing ?
