can we pay unpaid gst of previous year (FY17-18) in November-18 return?
Since a circular says September return is the last date to claim gst input credit. Dose this apply for paying gst output as well?? Please give me some clarity.

yes you can pay, but also pay the interest @ 18% pa, or 24% pa if ITC is wrongly taken in any month
can you please tell me how and where to enter the details in the gst portal
