what is the GST treatment on services provided to foreign clients via foreign tour operators. Actually the case is that foreign visitor came to India and billing is made to Foreign tour operators in foreign currency. So what is the place of supply and whether IGST shall be charged??

I think place of supply will be place where touring service is provided and if Tour service provider and receiver are in same state then IGST wont be applicable.

Actually tour service is provided to a foreigner by providing a tour package say 10 days which consists of Goa, gujarat, agra, shimla etc so how to consider place of supply as place of supply is not constant
