yes u can sale from your shop as a cgst and sgst to your unregister person.
as per law u cannot sale inter state but practically u can sale only in case of unregister customer as there is no mechanism to track such sale.
what about inter state purchase under Composition scheme by a dealer who chose composition scheme?
You can do inter state purchase but cannot do inter state sales.
