How to claim refund of cash ledger balance?

Sir If I can take the refund now it will help me a lot, I paid the full amount into IGST by mistake :( 

The challans procedure are very complicated. Now in IGST over 7Lak is stuck and I have paid my whole capital again into the CGST SGST so that I can file the tax and avoid unnecesary late payment fees.

Now I have very little left for business expense including coming month salary.

So please advice if the refund can be obtained as per the act it should be available for refund But not finding any option
