we will ready to pay the rcm for September.
in notification, it was ommitted till March 31st.
means September is also taxable or not?

The notification takes effect from 13/10/2017. Thus all supplies effected till that date attracts reverse charge pyment of tax. So all Sept 2017 supplies need to be included for rever charge payments.

Rcm sec 9(4) is suspended from October. In September RCM is applicable. You ll be pay Tax under RCM basis on September...

25th Nov from Delhi customer for goods

No need to pay GST for above said advance and period...
From 15th November Tax on advance receipts for only service related advance. Not on supply of goods...
