The supplier(say X) is located in Maharashtra and is supplying goods which requires installation at site to a franchise(say Y) of aocated in Madhya Pradesh ) of a third party(say Z) . But billing is done at Maharashtra( location of Z) only. so this is the case of bill to ship basis.
