Student can apply for claim for refund

Hii all,

I need clarification regarding our service industry company, some college students will come for service but we are billing to name of college with un registered GST. But student will pay his/ her  personal account after that they will claim from college, but if we bill like that they can claim from college or not ??? 

Please let me know.
