What if a registered persons branch of another state receives services from unregistered dealer. Will that attract RCM?

YES,
RCM will be applied

RCM is not applicable in this case bcos the other state service provider needs to get registered compulsorily since he is making inter-state supplies

place of supply is same state for the URD you know.....
RCM not applicable for inter-state supplies. unregd dealer must register if he wants to make any inter-state supply

Very true sir my UNREGISTERED branch has recieved service from an unregistered vendor in Mumbai
But I'm registered in KOLKATA

But how to you account in your KOLKATA branch.....?

If you leave the expense then you don't RCM....
