A person(individual) having income from plying  car (say Uber) in the FY year 2016-17 is 2.4lacs.

However in the month of February 2017 he got a job in government organisations and started drawing salary of Rs. 15000 per month  as well.

In this situation please advise how he will file his ITR.

Can a person who joined government job is able to run plying car business simultaneously any more.  Please advise and also let me know can he claim his TDS amount if has any.

Also provide the ITR number.

Income from plying car with Uber is Business Income. Accordingly file form ITR-3 as that form is for individuals having business. Salary column is also there in that form. Whether a person having government job is eligible for running such taxi plying business or not depends upon the Government Rules.
Say if his employment rules doesn't allows him to carry business and job in the same time. What will be the consequences and how to avoid this kind of difficulties in future.
Consequences will be again as per the government rules.

In order to avoid any such thing in future try doing this business in the name of some family member who is not a government employee.
