Samples are not taxable as no consideration received for the same
Samples/Free/Gift are taxable under GST....

Still not clear on free sample, some of them, they are delivering free samples to customers under a Delivery Challan stating as GST is not applicable ?
If you purchased 10kg Rs 1000 + Rs 100 (tax). Also you get it as ITC*
If you give 2kg free...
Then you must reverse the tax amount Rs 20 in return....
or
2nd option you can collect/pay from your hand in Tax for the 2kg
