If you are under composition scheme in gst, purchases cannot be made from other states.
A taxpayer registered under composition scheme is barred from carrying out inter-state transactions amd cannot offer import or export. He is allowed to carry out transactions only within the state.

yes composite dealer can do interstate purchase but can sell interstate..
