Reduction in input vat of consumables used in manufacturing

as per rule 53(2)(a) there shall be reduction from corresponding purchases in case of Tax free commodity of manufacturing activity but as per rule 53(9)(a) provide that term corresponding purchases do nit inculde consumables.then question of Mvat input not arise????
plz through light on this issue
