Can a registered work contractor take service from unregistered contractor for more than Rs 10 Lacs in a FY.

yes he could. if the service provider is a body corporate, then the service tax liab would be on such service provider
otherwise, liability is on receiver to the extent of 50% ,depending on the nature of works contract, the valuation also would differ
Is Regn not required if turnover is more than 10 lacs
