As per latest Enrolment Schedule prescribed as GST Portal :

Last Date for Karnataka, Tamil Nadu, Kerala, Andhra Pradesh, Telangana : 15th January 2017

Last Date for all other states : 10th January 2017

Last Date for Excise Dealers who are not registered under VAT : 31st January 2017

Last Date for Service Tax Assessees who are not registered under VAT : 31st January 2017

There are rumors that they are going to extend the schedule. Please update here if you come accross credibility of any such information.

The GST Council is updating the schedule every day since 1st January. The dates I mentioned above are as per the current status on the Portal itself. However, as regarding extension of schedule, they are encouraging people to do it by 31st January. The extension is subject to how well people take this encouragement.

DSC is not mandatory for Proprietory concerns. But for others it is mandatory. As per today's present view on Entrolment, the end dates are deleted in https://www.gst.gov.in/enrolplan.

For all entities other than companies and LLP's, DSC is not mandatory. But I would also like to put forth that in this case, aadhar linked e-sign will be used. The e-signature facility is not yet activated on the GST Portal. In this regard, you can just submit it without a signature and attach e-sign later when it is activated.
